▶ 0:06:28Granting same day authority will allow the house to expeditiously advance this legislation to the president's desk and uphold our commitment to fully fund ice and cbp and the men and women who work tirelessly to keep our homeland safe and secure every day. I'm sure there's more that can and will be said when we actually consider the legislation from the senate. With that, I now yield to the ranking member for any comments he wishes to make. >> well, first I have a question.
▶ 0:06:57I'm trying to figure out what the emergency is. Um, like, why do we need an emergency meeting? Why do we need same day authority? I mean, it's not like the government is running out of money. I mean, I mean, why why is there an emergency that has to we have to use these extraordinary procedures to, you know, be able to bring what the senate does to the floor immediately. >> well, I think we've been waiting for a while for this.
▶ 0:07:27We were hoping to get it last week. We didn't. And so now it looks like we're going to get it and there's no reason to put it off. >> well I mean, I mean, I think maybe my republican friends might be afraid that people might read the bill and see what's in it. But, madam chair, this is a perfect example of how things happen around here now. I mean, we're here for an emergency meeting called at the last minute, barely any notice. I mean, why are we here? What is the emergency? I still don't know.
▶ 0:07:56You guys will jump through hoops to write blank check after blank check to federal agencies that murder american citizens in cold blood. You will move at light speed when the bill is a tax break for billionaires or corrupt giveaways to greedy, greedy corporate donors. But when the american people ask you to release the epstein files, suddenly everything slowed down and it was stalled. Delay and obstruct. When families plead that with you to renew their affordable health care.
▶ 0:08:23Last year, you guys ran home for 40 days and forced a record setting government shutdown. When people back home beg you to overturn trump's tariffs to stop his illegal war, both of which are ruining our economy, you blocked what should be our constitutional duty, and you shut down votes until democrats force them. So that is the pattern around here now. And when trump wants something, this majority moves mountains regardless of the merits. When billionaires want something, you clear the runway.
▶ 0:08:52When the american people demand accountability. Um, you know, um, you know, and affordability. Suddenly this place grinds to a halt. So, so I'm glad that you're holding this hearing under these circumstances. It shows exactly how kind of messed up and unpopular and backwards and out of touch republican priorities are. You know, every day, people, I hate to tell you guys this, but every day people do not want to write a blank check for ice or cbp.
▶ 0:09:19They do not want more money for an agency that has already that already has a bigger budget than most militaries around the world. They do not want another giveaway to an agency that a federal judge said violated more court orders in a few months than most have in their entire existence. So by all means, move heaven and earth to jam this through.
▶ 0:09:40But it only serves to highlight the truth that you guys don't care about grocery costs going up, that you don't care about gas prices going up or about inflation. Um, and you guys don't care about housing or health care or hunger. I mean, you don't seem to have affordability on the agenda as a priority.
▶ 0:10:00You care about giving trump what he wants, uh, and unlimited pool of money that can be used to distract from his lousy economy and, and his terrible policies that are driving prices through the roof. And I don't know why. I don't know why ice and cbp need all this extra money. They have $100 billion in extra funding just from trump's big one, one big, ugly bill that they haven't spent yet, $100 billion.
▶ 0:10:28They have, uh, and they haven't spent it yet. And and you're rushing to give them around, as I do the calculation, another $70 billion more. I mean, what do they need this money for? I mean, what's going on here? Not a cent to help hard working americans, but billions for agencies already flushed with cash. Well, thank you for giving us the golden opportunity to highlight the differences between your agenda and ours.
▶ 0:10:56Um, it'll be helpful come november. But again, they have $100 billion just sitting there that they haven't spent yet. And you're going to give them another $70 billion. Republicans do not care about your medical bills.

That's the emergency right now. And you could do something about it.
▶ 0:15:33Congress could do something about it because this war has gone on and on and on, and it's an emergency. We should stop it now. But the emergency that you have claimed is. Let's make sure we give them another $70 billion to ice when they already have an extra 63 billion. Now another 37 billion is sitting already at cbp. Now, that's not an emergency.
▶ 0:15:57When they have $100 billion sitting there that they can't even use for all the awful things that they already doing, the emergency that the american people are facing right now is the high cost of living caused by trump's war in iran. Congress has the right and the authority and the constitutional responsibility to stop it, or at least vote for it. ▶ 0:17:29I mean, supposedly we're going to consider funding for dhs involving ice and cbp, which has been outstanding since september. So clearly there's there's not a an immense sense of urgency here, as has been mentioned. Uh, those parts of the agencies have, uh, billions of dollars to spend.
▶ 0:17:51What appears to be the emergency is once again, the speaker is going to try to ram through some legislation which people have not yet read, which has not passed the senate, which has not gone through the vote a rama. And this is just setting it up so it can be rammed through in the middle of the night or on the weekend, or on a time when the american people aren't paying attention. So the emergency is being able to pass legislation that if the american people knew about, they would reject.
▶ 0:18:19And I don't think that's a true emergency. So obviously, we'll be opposing the motion on that basis. ▶ 0:19:10Thanks to trump's terrible economy, his tariff wars, his war in iran, 48 million people in america are food insecure. More than 60,000 pennsylvanians have already lost snap coverage because of the paperwork requirements that were pushed through in the big ugly bill. How about moving heaven and earth to repeal the snap cuts in the big ugly bill to make sure families can afford groceries?
▶ 0:19:35Giving dhs years more funding is not an emergency, but making sure that families in every single one of our districts have food on the table. Uh, and we're told that you have to make tough choices. We gotta, you know, gotta trim some of these programs and we gotta, you know, reel in some of the benefits. And again, 200 million being cut from wick.
▶ 0:20:24I mean, we're talking about, you know, $70 billion more to agencies that already have unspent in their budgets $100 billion. And I, you know, I mean, this is about priorities. It's about values.
▶ 0:20:48And again, I, I just, I, I, I don't understand why ice and cbp need more that extra money when they have $100 billion that has not been spent. Um, and, um, you know, and that this is the emergency, but in any event, um, I support this amendment. Again, we cut two by in the big ugly bill, they cut $200 billion out of snap. People are losing their benefits as we speak. And the worst is yet to come.
▶ 0:21:15So in any event, um, I thank the gentlelady and I, you know, um, you know, by the way, $200 million, which was the cut to wick is approximately 0.2857% of $70 billion. And to calculate this, you divide 200 million by 70 billion and you multiply by 100.
▶ 0:21:37Um, you know, and um, anyway, I, I have the, the, uh, the figures here, the math here, but if you need to calculate percentages like this in the future, you know, you. Yeah. Well, I mean, you can use the percentage calculator, which we're using here, uh, to try to get the exact numbers, but, uh, but the bottom line is it's a fraction. It's a fraction. Okay.
▶ 0:22:00And, you know, just a, a minor, you know, uh, amount compared to what you're spending on ice and cbp. Uh, so in any event, uh, I, I thank the gentleman. ▶ 0:22:28Uh, and they said, food prices are going down. And so we can cut women's infant and children because we've got to save money. And the calculation is, I mean, the ranking member was explaining the calculation because it's so tiny, you were willing to take money from women's infants and children's nutrition because you got to cut money, but you're going to get $70 billion to two agencies
▶ 0:23:00That already have 100 billion and that are doing things like talking about women and children. Do you know that there were 16 miscarriages in ice custody just from january 2025 to february 2026? In a year's time, ice is pooling parents away from their newborns in icu.
▶ 0:23:26There are over 50 deaths in ice custody in the fiscal year alone that you're trying to fund. 29 people have died. They have shot and killed citizens. They have arrested and detained 170 citizens.
▶ 0:23:45So you are willing to give money to ice and cbp without any guardrails, requiring them to do anything to have basic human and law enforcement protections like every other body does. But you will take that fraction that can't even remember because it's such a small fraction away from women, infant, and children's nutrition.
▶ 0:24:12Those are the republican priorities, and we will raise them up all the time and point them out to you, because it is outrageous, it is humane. It does not reflect values of honoring and protecting our children or pregnant women.
▶ 0:24:32You know, the infants in our care, whether they be infants in our care because they're citizens or because they're children of immigrants. We should care for all the babies in our country. ▶ 0:26:24Every time I'm home in the district, I hear from people who were able to use those tax credits to make their churches, their homes, more energy efficient. Just on thursday, I visited a solar array at one of our churches, helped them reduce their costs and is more sustainable. Um. Here we see the house giving itself same day authority to ram through another debt bomb.
▶ 0:26:53Their reconciliation bill that would shower ice and border patrol with billions more taxpayer dollars that they don't need or that they aren't using lawfully. We should be working quickly and as hard as we can to help american families lower their energy costs. ▶ 0:28:43The increase in farm bankruptcy is 46% in 20 2024. Let's say that, again, farm bankruptcies have increased by 46%. And this congress isn't doing anything to help. Now, the farm and family relief act, which my motion would move to the floor, would help the farmers.
▶ 0:29:12It would actually specifically help farmers that are hurt by trump's tariffs. And let's remember that farmers feed our communities. They make sure we have nutritious food. They are integral to our economy and they need our help. Today. I just met with the new mexico farm and livestock bureau. It was great. We had a rancher from one of my counties. We had a goat dairy farm.
▶ 0:29:41We had the students who are attending our ag school, and they want to let us know what issues are facing their livelihood and their lives. And that's why I'm so happy to bring this motion, because these are the things we should be doing. Because, let's face it, this bill, the farm and family relief act, would cost $57 billion.
▶ 0:30:10Well, guess what? That's barely that's that won't even take up how $63 billion. How about sending $57 billion to our farmers and helping rural america? I suggest that be the emergency that this congress address and that we take up today.
